COVID-19 is an unprecedented situation and the City of Ottawa is committed to protecting people and the community.
The Province of Ontario has allowed certain businesses and workplaces to reopen, including all municipal construction projects, as long as they comply with strict measures for public health and safe operations. In addition to the City’s ongoing work on critical infrastructure projects, we are now able to resume work on other construction projects that were paused due to the COVID-19 outbreak.
The City is working closely with the industry and complying with restrictions and recommendations provided by municipal, provincial and federal health officials, as well as the Ministry of Labour, Training and Skills Development.
Project Overview
Construction is ongoing on the Kanata South Link project that will improve safety and traffic flow based on growing demands in the southwest areas of the City, including Kanata, Stittsville and Rideau-Goulbourn.
The City is widening Old Richmond Road from Hope Side Road to West Hunt Club Road, and West Hunt Club Road from Old Richmond Road to approximately 200 metres east of Moodie Drive. Other work on this project includes:

- Environmental mitigation on-site and wetland compensation off-site.

- Completion of the noise wall barrier west of Old Richmond Road north of Stonehaven Drive
- Completion of landscaping work along Old Richmond Road
- Work in roadside ditch along West Hunt Club Road
- Wildlife exclusion fencing installations have been completed
- Streetlighting has been installed along both West Hunt Club Road and Old Richmond Road

Upcoming Traffic Impacts
Periodic lane closures (off peak) may be experienced over the next few months throughout the construction site, with the use of flagging personnel. One lane of traffic will be maintained at all times. Traffic lane shifts and delays can be expected.
The final lift of asphalt will be placed on roads within the project limits beginning in mid-September. Traffic delays can be expected during this work. Flag personnel will be onsite directing traffic.
Paving will be undertaken overnight to minimize the traffic impacts. A Noise By-law Exemption has been granted for this work.

Next Steps
Over the next few weeks, the following construction work can be expected:
- Granular placement for multi-use pathways at the roundabouts along Old Richmond Road and for the widening of West Hunt Club Road.
- Installation of drainage infrastructure and along West Hunt Club Road
- Second asphalt lift along Old Richmond Road between Hope Side Road and Stonehaven Drive as well as a second asphalt lift on West Hunt Club approaching the 416. A final top layer of asphalt will be laid in the coming months.
- New signage installations and new traffic configuration for roundabouts along Old Richmond Road at West Hunt Club, Stonehaven and Hope Side Road
- Installation of noise wall barrier west of Old Richmond Road north of Stonehaven Drive
- Landscaping work along Old Richmond Road
- Work in roadside ditch along West Hunt Club Road approaching Highway 416
- Concrete curb installations
- Wildlife exclusion fencing installations and underground wildlife crossing installations

New Roundabouts as part of the Kanata South Link Project
As part of the Kanata South Link project, three new roundabouts will be installed at Old Richmond Road at Hope Side Road, Old Richmond Road at Stonehaven Drive and Old Richmond Road at West Hunt Club Road.
Roundabouts are designed for vehicles, pedestrians and cyclists use, allowing continuous movement of traffic while maximizing safety and minimizing traffic delays.
A roundabout is a circular intersection, with flashing beacons for pedestrian crossings.
New instructional signage will be installed for all users.

Upcoming Traffic Impacts
Periodic lane closures (off peak) may be experienced over the next few months throughout the construction site, with the use of flagging personnel. One lane of traffic will be maintained at all times. Traffic delays can be expected.
Traffic lanes are also expected to shift along West Hunt Club Road between Moodie Drive and Highway 416, over the next few months, to accommodate the widening work. Minimal traffic delays are expected.

Lien de Kanata-Sud
Dans le contexte sans précédent de COVID‑19, la Ville d’Ottawa est résolue à protéger ses résidents.
Le gouvernement de l’Ontario a autorisé la réouverture de certains lieux de travail, dont les chantiers de construction municipaux, tout en y imposant des mesures de santé publique et de sécurité rigoureuses. En plus des travaux qu’elle mène actuellement sur les projets d’infrastructures essentielles, la Ville peut maintenant remettre en branle tous les autres chantiers qui avaient été interrompus en raison de la pandémie.
La Ville travaille étroitement avec le secteur et applique les restrictions et recommandations des autorités sanitaires municipales, provinciales et fédérales et du ministère du Travail, de la Formation et du Développement des compétences.
Aperçu du projet
Les travaux du lien de Kanata-Sud se poursuivent; ils permettront d’améliorer la sécurité et la fluidité de la circulation vu la demande croissante dans le sud-ouest de la ville, notamment à Kanata, Stittsville et Rideau-Goulbourn.
La Ville élargit le chemin Old Richmond, du chemin Hope Side au chemin West Hunt Club, et le chemin West Hunt Club, du chemin Old Richmond jusqu’à environ 200 mètres à l’est de la promenade Moodie. Les travaux suivants sont également prévus :
- Aménagement de carrefours giratoires à trois intersections du chemin Old Richmond, soit au chemin Hope Side, à la promenade Stonehaven et au chemin West Hunt Club;
- Amélioration de l’intersection du chemin West Hunt Club et de la promenade Moodie;
- Modernisation des services publics, notamment de l’éclairage des rues;
- Réasphaltage du chemin Hope Side;
- Amélioration des installations piétonnières et cyclables;
- Abattage d’arbres pour permettre les travaux;
- Plantation d’arbres et aménagement paysager;
- Amélioration de l’intersection du chemin Hope Side et de la promenade Crownridge, entre autres par l’ajout d’une voie de virage et d’un terre-plein central;
- Atténuation des effets sur l’environnement sur le chantier, et compensation pour pertes de milieu humides hors du chantier.
Ces travaux devraient être terminés fin 2020.
Dans le budget de 2020, la Ville a prévu des fonds supplémentaires pour élargir le chemin West Hunt Club à l’est de la promenade Moodie jusqu’à l’autoroute 416. Des panneaux de signalisation seront installés à l’intention de tous les usagers.

Il devrait aussi y avoir déviation des voies de circulation sur le chemin West Hunt Club, entre la promenade Moodie et l’autoroute 416, pour permettre les travaux d’élargissement. Dans ce cas, des retards mineurs sont à prévoir.

Wetland Compensation Project
A wetland compensation project for the City of Ottawa’s Kanata South Link was approved by the National Capital Commission (NCC) on May 22, 2019. The project will result in a net gain in Greenbelt wetland area and function and will also enhance habitat diversity and increase potential habitat for species at risk, particularly Blanding’s turtle.
Tree clearing commenced in mid-February at two greenbelt locations on NCC lands: near the Lime Kiln Trail (P10) and south of West Hunt Club Road and east of Moodie Drive east (south of P11). The project includes removal of trees and invasive plants, earth excavation to create ponds, tree planting, landscaping enhancement and environmental monitoring.
The Lime Kiln trail (P10) will remain open and accessible for users.

Construction is progressing well, over the past few weeks, extensive work on the Kanata South Link project has taken place, which includes:
Construction is progressing well, over the past few weeks, extensive work on the Kanata South Link project has taken place, which includes:
- The resurfacing on Hope Side Road, from Freeport Drive to Old Richmond Road is complete. Work on Hope Side Road will continue including line painting, topsoil, seeding/sod and completion of asphalt work at intersections.
- New culverts have been installed along Old Richmond Road.
- The culvert at Stillwater Creek and West Hunt Club Road has been replaced.
- Six wildlife crossings have been installed along the west side of Old Richmond Road and waterproofed. Work has begun to construct six wildlife crossings on the east side of Old Richmond Road.
- A retaining wall has been installed to support the widening of the west side of Old Richmond Road along Stony Swamp. The installation of a retaining wall along the east side of Old Richmond Road is currently underway.
- Road construction has commenced on the north side of West Hunt Club Road
- The construction of a retaining wall along the south side of West Hunt Club Road has commenced.

Stonehaven Drive – From Friday, August 23 at 8 pm until Sunday evening, August 25, access to and from Stonehaven Drive at Old Richmond Road will be closed for road paving, as part of the Kanata South Link Project. Access to businesses will be maintained and signed detours will be in place. Old Richmond Road will remain open to traffic.

What: The proposed work will widen sections of these roads to four lanes, including roundabouts and intersection modifications.
When: Design is nearing completion. Construction of Old Richmond Road and West Hunt Club Road is planned to begin fall 2018, subject to approvals, with completion spring 2021.
