What: Work will involve removal and replacement of pathway base, and asphalt and widening to 3 metres where feasible. Reinstatement of adjacent sod and landscaping will follow the main construction.
Why: This work is being conducted to rehabilitate and upgrade cycling and pedestrian facilities.
When: Construction is expected to be completed by late November or early December.
Where: Location 1: Shetland Park/Hydro Corridor from Shetland Way to 170 m east of Steeple Chase Drive West
Location 2: Castlefrank Road (east sidewalk) from Hazeldean Road to Katimavik Road

Work will span from the intersection of Castlefrank Road and Hazeldean Road to the intersection of Irwin Gate and Hazeldean Road. This project will include the installation of a new local watermain, the connection of water services to this new main and reinstatement of the roadway.
What: The City of Ottawa is undertaking the installation of a new 300 mm local watermain throughout the project limits.
Why: The City is installing a new local watermain in this area to transfer services from the 900 mm watermain that currently services properties on this section of Hazeldean Road to enable condition assessments and repairs of the larger network main as required.
When: This work is planned to commence in fall 2024 and will be completed by the end of 2025.
Where: Work will occur on Hazeldean Road between Castlefrank Road and Irwin Gate.

Traffic impacts
During construction, lane reductions will be required. Hazeldean Road will be reduced to one lane in each direction. The lanes will be shifted to the south side of Hazeldean Road. Temporary signal modifications will be made at the traffic signal to 457 Hazeldean Road (Farm Boy) to accommodate this shift. The City of Ottawa will work with the contractor to limit disruptions to residents and business owners. We appreciate your patience as we complete this watermain project.
On-street parking and local access
Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property.
Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager listed below.
Impact on the right of way and adjacent private properties
The construction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.
Contractor responsibility
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.
The contractor has retained Blastek Engineering Group to complete pre-construction surveys of adjacent properties. A separate notice will be distributed by Louis W. Bray and Blastek Engineering Group with additional details.

What: Widening of existing asphalt to 3.0m width, minor realignment of pathway, minor regrading of current pathway and additional signage and pavement markings.
Why: To bring pathway up to AODA standards and improve existing conditions.

COVID-19 is an unprecedented situation and the City of Ottawa is committed to protecting people and the community. The Province of Ontario has allowed certain businesses and workplaces to reopen, including all municipal construction projects, as long as they comply with strict measures for public health and safe operations. In addition to the City’s ongoing work on critical infrastructure projects, we are now able to resume work on other construction projects that were paused due to the COVID-19 outbreak.
The City is working closely with the industry and complying with restrictions and recommendations provided by municipal, provincial and federal health officials, as well as the Ministry of Labour, Training and Skills Development.
This notice is to advise that construction in your neighbourhood will be starting in August. This work is being conducted to complete the rehabilitation of the multi-use pathway link between Parsons Ridge Road and McLennan Way.
What: Work will involve the removal of the existing pathway, placement of new granular base material and final asphalt paving of the new pathway surface.
Why: Due to age and condition of the existing pathway, rehabilitation is required.
When: Construction is expected to start in August and anticipated to be complete in fall 2020.
Where: Work will occur on the multi-use pathway link from Parsons Ridge Road to McLennan Way.
Who: The City of Ottawa has retained the Contractor, Ottawa D-Squared Construction Ltd., to complete the work.

The City of Ottawa is planning to complete sidewalk and curb renewal works in your neighbourhood.
Who: The Contractor, Adria Concrete & Paving Ltd., will be performing the construction work for the City of Ottawa.
Why: The age and condition of the existing curbs and sidewalk warrant their replacement.
What: Work will involve replacing existing curbs and sidewalks on both sides of Hazeldean Road with new concrete sidewalks and curbs. Three bus pads within the project limits are planned for improvement as part of the construction. Temporary lane reductions will be in place during construction. Pedestrian and cycling access will be maintained around the works during construction. Access to parking lots and businesses will be maintained throughout construction.
When: This work is planned to begin in early summer 2020, with completion by September 2020. Construction will last approximately 2 months.

Le gouvernement de l’Ontario a autorisé la réouverture de certaines entreprises et de certains lieux de travail, notamment tous les chantiers de construction municipaux, tout en imposant des consignes strictes en matière de santé publique et de sécurité des opérations. Outre la réalisation de travaux en cours liés à des projets d’infrastructures essentielles, la Ville est maintenant en mesure de reprendre les travaux liés à d’autres projets de construction qui ont été interrompus en raison de l’éclosion de COVID-19.
La Ville travaille en étroite collaboration avec l’industrie et respecte les restrictions et les recommandations émises par les autorités sanitaires municipales, provinciales et fédérales ainsi que par le ministère du Travail, de la Formation et du Développement des compétences.
La Ville d’Ottawa prévoit d’effectuer des travaux de réfection des trottoirs et des bordures de rue dans votre voisinage.
Qui : L’entrepreneur Adria Concrete & Paving Ltd exécutera les travaux pour la Ville d’Ottawa.
Pourquoi : L’âge et l’état des bordures de rue et des trottoirs actuels justifient leur remplacement.
Quoi : Les travaux comprennent le remplacement des bordures de rue et des trottoirs actuels de chaque côté du chemin Hazeldean par de nouveaux trottoirs et de nouvelles bordures de rue en béton. Trois plateformes d’arrêt d’autobus qui se trouvent dans les limites du chantier devraient être améliorées dans le cadre de ce projet. Des réductions de voie temporaires seront mises en place durant les travaux. L’accès des piétons et des cyclistes sera maintenu afin de leur permettre de contourner le chantier pendant les travaux. McCurdy Drive Sidewalk (North Side) Implementation
Update:
The City of Ottawa held an open house on November 20, 2017 to obtain feedback from the residents within the McCurdy Drive area on the proposed sidewalk for the north side of McCurdy Drive. On further review and in-put from the public, the project has been re-scoped to include the following:
The project is a Phase 1 project from the Council-approved 2013 Ottawa Pedestrian Plan. The project will complete a missing link in the pedestrian network providing improved connectivity to public transit, schools, parks and community destinations. As a collector road, policy requires a sidewalk on both sides of McCurdy Drive. The requirement becomes increasingly important when the corridor is a public transit route, leads directly to public transit, fronts onto schools, parks, community facilities and/or leads directly to these amenities.
McCurdy Drive fronts onto Castlefrank Elementary School, Holy Redeemer School, Hayward Park and Dorey Park while leading to Sewell Park and Stonegate Park. McCurdy Drive currently has five bus stops on the north side within the project area that do not meet accessibility standards.
Providing a complete sidewalk on the north side of McCurdy Dive and a pedestrian cross over at Dorey Park will provide easy access to the transit stops for all users. It will provide a complete facility for all pedestrians including the more vulnerable users such as: children, wheelchair users and persons with visual impairments. The addition of the sidewalk will encourage less midblock crossings, creating a safer pedestrian environment.
The provision of a sidewalk on McCurdy Drive is a policy requirement and aligns with the City’s transportation goals and objectives to maximize walkability.

The project is a Phase 1 project from the Council-approved 2013 Ottawa Pedestrian Plan. The project will complete a missing link in the pedestrian network providing improved connectivity to public transit, schools, parks and community destinations. As a collector road, policy requires a sidewalk on both sides of McCurdy Drive. The requirement becomes increasingly important when the corridor is a public transit route, leads directly to public transit, fronts onto schools, parks, community facilities and/or leads directly to these amenities.
McCurdy Drive fronts onto Castlefrank Elementary School, Holy Redeemer School, Hayward Park and Dorey Park while leading to Sewell Park and Stonegate Park. McCurdy Drive currently has seven bus stops on the north side that do not meet accessibility standards.
Providing a complete sidewalk on the north side of McCurdy Dive will provide easy access to the transit stops for all users. It will provide a complete facility for all pedestrians including the more vulnerable users such as: children, wheelchair users and persons with visual impairments. The addition of the sidewalk will encourage less midblock crossings, creating a safer pedestrian environment.

The City of Ottawa held an open house on November 20, 2017 to obtain feedback from the residents within the McCurdy Drive area on the proposed sidewalk for the north side of McCurdy Drive. On further review and in-put from the public, the project has been re-scoped to include the following:
- McCurdy Drive (Castlefrank Road North to the multi-use pathway in Dorey Park) – This segment will be implemented on the north side of McCurdy Drive and will be approximately 865m in length.
- A pedestrian crossover will be included at the multi-use pathway in Dorey Park crossing over McCurdy Drive.

Please be advised that the west entrance to the Kanata Town Centre off Katimavik, will be closed from September 22 until November 4 2016 to complete a sewer crossing and reinstate the road surface. Access to all properties will be maintained throughout the work.

Work will involve the construction of a sanitary pump station at 1540 Maple Grove Road, a trunk sewer extension along Maple Grove Road, and twin forcemains along Maple Grove, Terry Fox and Katimavik. This notice serves as an update to the progress of work onsite in particular on Maple Grove Road.

Project Description:
As you are already aware, the City of Ottawa is constructing a new pump station and forcemain along Maple Grove Road, Terry Fox Drive and Katimavik Road up to Eagleson Road. The forcemain route on Katimavik Road includes rock that requires excavation. Blasting is required as part of this element of construction.
WHO: Doran Contractors Limited is performing the construction work on behalf of the City of Ottawa. Doran has subcontracted the blasting to M-Roc and the pre-blast inspection, vibration monitoring, and notifications to Explotech.
WHY: Part of the forcemain route on Katimavik Road includes rock that requires excavation. Blasting is required to remove rock to prepare for the placement of the forcemain. The Contractor will conduct its work in accordance with an approved blasting plan that meets City of Ottawa requirements. Pre-condition audits were requested on adjacent structures, including residential properties to document the existing conditions.
WHAT: The use of explosives in construction is heavily regulated by both Provincial and Federal legislation aimed at ensuring safety and maintaining vibrations within allowable limits that will not damage neighbouring structures. The Contractor’s blasting plan is designed to ensure that blasting-induced vibrations are kept well below levels that have been shown to cause damage to adjoining properties.
The constant monitoring of vibration levels near the blasting site serves to ensure that neighbouring structures, including foundations, will not be harmed by the construction. The effectiveness of the monitoring and blasting plan will be tested by the use of small charges on the first day of blasting. These will then be increased to the planned charge size, and vibration monitoring, independently verified, showing that all readings remain within allowable limits. While you may still feel vibrations, they should be well below the level that would pose a risk to buildings.
WHERE: Blasting will occur on Katimavik Road from Terry Fox Drive to Castlefrank Road. W
WHEN: Blasting is projected to begin the week of May 23, 2016 for approximately 18 weeks through to the end of September 2016 in various locations on Katimavik Road between Castlefrank Road and Terry Fox Drive. Blasting will not take place on Sundays and statutory holidays.
The Contractor will distribute a notice 15 days prior to the start of blasting to properties within 150 meters of the blasting area, with the expected blasting schedule. Further notices will be provided if required due to changes in the blasting schedule, the day before the start of blasting, and to advise that blasting has been completed in that area.

Doran Contractors Limited will take every precaution to minimize interruptions to the everyday life of your family and/or the operation of your business, but as you can appreciate, there may be some inconvenience during the course of the construction, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. Pre-Construction Survey
The Contractor is required by the City to carry liability insurance before any work may proceed. You may be asked by Explotech (a firm appointed by Doran Contractors Limited) for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for insurance purposes. It is your choice whether or not you wish to have the inspection conducted on your property but we recommend that you do. You may also want to complete a survey yourself, before the work starts, to record the condition of your building. This survey should include photographs and / or video.
The Contractor is fully responsible for any damage to private property as a result of their construction activities. If you think that damage occurred to your property as a result of construction, please contact Doran directly. Every effort is being made to minimize noise and disruptions while this work is underway.

The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7am and 10pm. On Saturdays, work is permitted between 7am and 10pm while Sunday and Statutory holiday work is allowed between 9am and 10pm.

Pre-Construction Survey
The Contractor is required by the City to carry liability insurance before any work may proceed. You may be asked by Explotech (a firm appointed by Doran Contractors Limited) for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for insurance purposes. It is your choice whether or not you wish to have the inspection conducted on your property but we recommend that you do. You may also want to complete a survey yourself, before the work starts, to record the condition of your building. This survey should include photographs and / or video.
The Contractor is fully responsible for any damage to private property as a result of their construction activities. If you think that damage occurred to your property as a result of construction, please contact Doran directly. Every effort is being made to minimize noise and disruptions while this work is underway.

LED Park Lighting Upgrades
The City of Ottawa is replacing old pathway lights to an LED model which uses less power and is more efficient. The previous lights were anywhere from 2-30 years old and lighting policies and requirements have since changed. The City will need to upgrade the level of lighting to meet today’s new standards; therefore, residents may notice that there will be more light standards along pathways than before.
I am supportive of this project and want to make sure that there is plenty of lighting and visibility at night for the safety of Kanata South residents, without polluting backyards and these new fixtures cut off light levels dramatically to rear yards. Below are updates of the completed project, as well as the design plans showing exactly where light levels will cut off and photos of the new installed LED light fixtures.

Originally a Phase 2 project in the Council-approved 2013 Ottawa Pedestrian Plan, the project has been brought forward as a Public Transit Infrastructure Fund (PTIF) project because of its significance to public transit.
The proposed project consists of a sidewalk along the north side of Chimo Drive between:
In accordance with the policies of the Ottawa Pedestrian Plan, the Transportation Master Plan and the Official Plan, collector roads require a sidewalk on both sides of the roadway. The requirement becomes increasingly important when the corridor is a public transit route, leads directly to public transit, fronts onto schools, parks, community facilities and/or leads directly to these amenities. Chimo Drive is a collector road and it leads directly to the Katimavik Road transit corridor as well as the Eagleson Transitway Station. It also fronts onto Katimavik Elementary School, Byrd Park, Escarpment Park, Cattail Creek Park, Larsen Park, and Katimavik Woods while leading directly to Watts Creek Park, the Kanata Leisure Centre and Wave Pool, Hewitt Park, Beaufort Park and Shearer Park. The scope of this project is to provide a continuous sidewalk along the north side of Chimo Drive.
The purpose of the new sidewalk is to provide a complete pedestrian facility for public transit users that can be used by all pedestrians including the more vulnerable users such as: children, wheelchair users, and persons with visual impairments. The sidewalk will also provide pedestrian access to nearby schools and parks. The addition of the sidewalk will improve safety and reduce the need for pedestrians to cross the road at uncontrolled locations.
The sidewalk project is currently in the design stage and construction will take place in the summer / fall of 2017. Residents will be notified prior to the start of construction.

The existing pedestrian facility on this corridor does not meet the City’s standard for collector roads within the City. The provision of a sidewalk on Kakulu Road is a policy requirement and aligns with the City’s transportation goals and objectives to maximize walkability.

Akerson Multi-Use Pathway

Residents of the Trailwest Community and other communities in Kanata South will be pleased to learn that the city is planning to build a new cycling corridor that will link together existing pathways. The project comes out of the Ottawa Cycling Plan as a “missing link” in the cycling network (specifically P1-29). The project will interest walkers as well as cyclists as it will be designed for both user groups. The “missing link” is described as a connection to the Trans Canada Trail, Superstore and Eagleson Road Crossing leading to existing Bridlewood Pathway corridor to the east. A feasibility study is required for the future construction of this multi-use pathway (MUP) system.
A key map has been provided of the project area. The purpose of a functional planning study is as follows: (a) to develop an understanding of the project parameters; (b) consider what type of cycling facility and where; (c) connect with various stakeholders; (d) identify budgetary constraints going forward; and (e) develop recommendations.
The new east-west MUP would be bounded by Akerson Road to the west and Eagleson Road on the east. Further west, a connection is required to connect to Michael Cowpland Drive and the Trans Canada Trail. The study examines the feasibility of a continuous pathway either along city road right-of-ways, across the Hydro Corridor or a combination thereof. Where routing on local streets is explored as an alternative, the review considers painted bike lanes. The Glen Cairn Pumping Station is included as an option to consider utilizing when making this much needed connection to the Trans Canada Trail. A connection is also required on the east side of Eagleson Road to the pathway system through the Bridlewood community. There is the potential to construct a crossride at the signalized intersection adjacent to Real Canadian Superstore at Eagleson to help with this connection.
The general goal for the Akerson Multi-Use Pathway “Missing Link” project is to: (a) provide a new route for recreational users that could also be used for commuter and utilitarian (b) provide connections to existing multi-use pathways; and (c) improve the connections across a busy signalized intersections for cyclists and pedestrians.
Concept plans have been provided. Drawings 1 and 2 illustrates Option 1 for the section along Michael Cowpland and Akerson Road connecting the hydro corridor to the Trans Canada Trail. The preliminary solution includes painted bike lanes on these roadways. Drawings 6 and 7 provide a secondary option for a new off-road multi-use pathway. This is not presented as a preliminary solution as the cost is considered outside the budget envelope for this project. However, this pathway is part of the Cycling Plan and should be considered as an option in the future.
Drawings 3, 4 and 5 illustrate an alignment for a new multi-use pathway within the hydro corridor between Akerson Road and Eagleson and beyond. At this time, it is proposed that the new pathway connects through Pony Park to Equestrian Drive and further to the existing Bridlewood pathway system. The alignment through Pony Park is based on the concept of desire lines.
The overall budget envelope for this project is $220,000. This includes the cost of the functional planning study, preliminary/detailed design and tender and construction costs. Feedback is needed for this project on the type of cycling facilities proposed and on where the priority should be for allocating the budget envelope for this project.

Hydro Ottawa will begin a project to replace underground cables and transformers in the Glen Cairn area May 2016. This will involve directional boring and excavating an existing cable trench within Hydro Ottawa easements, boulevards and sidewalks on Abbeyhill Drive (between Banning Road and Eagleson Road), Surrey Lane (between Abbeyhill Drive and Country Lane West) and Country Lane West (between Surrey Lane and Village Green). This work is necessary to ensure reliability of the electricity distribution system in this neighbourhood.
Work on this project is scheduled to commence in May and continue until the end of September. Residents will notice an increased construction presence throughout the duration of the project, including excavation activities. In order to minimize noise concerns, we will ensure that work is completed weekdays between 7 a.m. and 6 p.m. Traffic control will be implemented when required to ensure that roads and driveways remain accessible and safe to residents.
Be assured that all residents and businesses in the affected area have received advanced notice of the project and have been provided with a point of contact. Hydro Ottawa also held an information session on Monday, November 9, 2015, in order to provide customers with detailed information about this project. Dear Resident,
Beginning in late July 2016, the City of Ottawa will begin construction work in your neighbourhood. The work is being conducted to improve drainage as part of the West End Flood Mitigation Program.
Who: The City of Ottawa has hired The Karson Group to complete the work.
Why: The City of Ottawa is undertaking this work to improve drainage in the area. This work is part of the final activities of the West End Flood Mitigation Program.
What: The work will involve the installation of new sewers on a portion of Morrena Road, new sidewalks along the south side of Morrena Road, reconstruction of the Morrena Road roadway structure and the construction of a new storm pond on City property.
When: This work is scheduled to commence on July 25, 2016 and will be completed at the end of October 2016. Carry over work, including final road paving activities, may occur in spring 2017.
The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7:00 a.m. and 10:00 p.m. On Saturdays, work is permitted between 7:00 a.m. and 10:00 p.m., while Sunday and statutory holiday work is allowed between 9:00 a.m. and 10:00 p.m. The Contractor has advised the City that typical construction hours will be weekdays from 7:00 a.m. to 5:30 p.m.
Where: The work will take place on Morrena Road, adjacent to the Glen Cairn Public School and Glen Cairn Community Centre and next to the Hazeldean Public Library, located at 50 Castlefrank Road.

Building Survey
The Contractor is required by the City to carry liability insurance before any work may proceed. You may be asked by the Contractor’s insurance agent for permission to survey your property before the work commences as Contractors typically carry out pre-construction inspections of properties within the construction zone. It is to your own benefit to have the inspection conducted on your property. Residents will be receiving a separate notice from DST Consulting Engineers, the company hired by the Contractor, to undertake property investigations. If you have any questions about the Contractor’s inspections or concerns about property damages, please call the office of The Karson Group at 613-839-2816.
Impact on the Right-of-Way and Adjacent Private Properties
The road and sewer reconstruction is within the City’s right-of-way, but may result in some disruption to part of the private property directly adjacent to the work. Lawns, pathways, gardens and/or driveways may be disturbed. The affected areas will be reinstated as soon as possible, at no cost to you. However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you move the plants in advance of the construction work. If you own a subsurface lawn irrigation system, or a heated driveway system, please notify the City’s Project Manager identified below.
On-Street Parking & Traffic
To allow the work to be completed in a timely manner, on street parking will be prohibited during the construction period. Signs will be placed 24 hours in advance indicating the parking prohibition. Vehicles parked at these locations may be towed at the owner’s expenses. Parking fines may also apply. In the event that access to your driveway is restricted due to construction activities, the On-Site Inspector will provide you with a temporary On-Street Parking Permit (orange form) to authorize on-street parking within a few blocks of your residence.
Construction Disruptions
The Karson Group is assuming full responsibility for the construction work until the work is entirely complete in 2017. The Contractor will take every precaution necessary to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. Eagleson Rd. Construction
(New Water Chamber Installation)
Update - 29/04/16:
Please note that the work being done on Eagleson Road has been completed and as of Friday at 3pm all lanes will be open.
I would like to let residents know that next week ( May 2nd – May 6th, 2016) the contractor will be back in to reinstate the sidewalk and lay the final layer of asphalt to the road. This will require the Right lane of Eagleson Road to be closed all week between 7am and 3pm, however, Eagleson will reopen at 3pm for the after work traffic.
Pedestrians please use the sidewalk on the east side of Eagleson. The Bus stop remains open on Eagleson, north of Rothesay.

April/May 2016
The City of Ottawa has been working this week on Eagleson Road (southbound lanes of Eagleson to Rothesay) to install a new water chamber on an existing large diameter watermain. This construction is expected to finish this Friday (April 29th) and results in Eagleson Road being reduced to one lane in the southbound lane just past Rothesay.
The sidewalk has been temporarily removed to accommodate a temporary lane and will be reinstated once the work is complete. Pedestrians are asked to use the sidewalk on the east side of Eagleson while the construction takes place.

Monahan Wetland Stormwater Facility Upgrade
Update - 11/05/15:
As you are most aware the Monahan Upgrade Project started last fall in 2014, and I wanted to take the opportunity to provide you with an update. The Project is proceeding according to budget and schedule and is expected to be complete in the Spring of 2017. The large black bags on-site contain sediment and organic material from the bottom of the stormwater facility. These bags will be covered with soil and the area will be landscaped after the bags have sufficiently dewatered. The fine/organic material was unable to be excavated using traditional excavation equipment.
The development of the Monahan Landing subdivision didn’t affect public access to the stormwater management facility. The upgrade works began the fall of 2014, and works in 2015 have included earth moving, in-water dredging, installation of pipes, installation of new culvert at Hope Side Road and rough grading. Work scheduled in 2016 will include all landscaping consisting of in-water plantings, trees, shrubs, fences and pathway improvements. To ensure public safety, pathway closures will be in effect throughout the period of active construction, which is expected to be complete in 2017.

- The upgrade works will occur within the entire length of the Monahan Stormwater Facility, extending from Hope Side Road to Bridgestone Drive
Reason for the upgrades/remedial work
- The Monahan Stormwater facility was originally designed and constructed in 1993, and is no longer achieving its regulatory water quality effluent targets.
- The reconstruction efforts will bring the facility into regulatory compliance, and the facility reconstruction has been designed to the City’s current standards.
Proposed Improvements
- A hybrid stormwater pond will be created – it will provide a combination of wetland features with open water features. Shallow wetland areas and deeper pools will be added, introducing a more diverse aquatic habitat of both fish and plant species
- In addition to the stormwater facility upgrades, an additional culvert is being constructed immediately downstream of the stormwater facility at Hope Side Road to improve the overall water flow
- The facility will be reconstructed to satisfy the most current City and Ministry of Environment design standards, which will result in improved water quality leaving the facility and flowing to the Jock River
- The works will remove sediment and increase the storage volume of water in the ponds, providing a greater level of service to the existing community during major storm events (results in reduced flooding risk)
- The design will incorporate significant landscaping features such as grasses, shrubs, trees and aquatic plantings, and extension of the existing pathway network with new paths created along west side of facility (landscape_en.pdf)
Construction Timing
- Work scheduled in 2015 will include: earth moving, in-water dredging, installation of pipes, installation of a new culvert at Hope Side Road and rough grading.
- Work scheduled in 2016 will include all landscaping consisting of in-water plantings, trees, shrubs, fences and pathway improvements.
Pathway Closures
- To ensure public safety, pathway closures will be in effect throughout the period of active construction; work is expected to be completed in spring 2017
- Pathways on the west side of the facility will be closed mid-May 2015
- Pathways on the east side of the facility will be closed July 2015
Hydro Ottawa Improvements
I would like to take this opportunity to discuss the reliability issues with respect to hydro in our community. As part of my ongoing effort to work with Hydro Ottawa on solutions we discussed the recent outages – both in terms of frequency and duration. They are not consistent with the level of service that Hydro Ottawa as a company aims to provide to you.
Working with my office, Hydro Ottawa is planning to launch a five-part action plan effective immediately, to address the reliability issue.
1) The two pieces of equipment that triggered the most recent outages have been replaced as of December 24, 2012. This equipment have accounted for three of the recent interruptions.
2) In the first quarter of 2013, the entire distribution system in Kanata will be reviewed in depth including: system configuration and automation to aid in quicker restoration; system coordination to reduce the number of customers affected by any one outage; and the creation of new circuit ties to allow for alternate supply points into Kanata.
3) Hydro Ottawa’s inspection efforts in Kanata will be accelerated so that aging equipment (cables, distribution transformers and switch gear) that is problematic or in need of replacement is addressed in an expedited manner.
4) Hydro Ottawa will assign additional crew members in our area to boost the number of staff focused on infrastructure and reliability issues.
5) Hydro Ottawa will make use of state-of-the-art condition monitoring systems at the Kanata, Marchwood and Bridlewood transformer stations in the new year. This will allow for improved diagnostics to determine the operating condition of the asset and if maintenance is required.
In addition to these measures, Hydro Ottawa is anticipating the energization of the new Terry Fox transformer station in late 2013. When this $25 million asset comes on line, it will reduce the number of customers currently being handled by the Bridlewood station and provide redundancy and backup should an outage occur in the area.
Hydro Ottawa recognizes that their service levels in Kanata have been challenging. I believe they have and will continue to take the necessary steps to ensure that this is an unfortunate anomaly and not a systemic issue. Hydro Ottawa will provide quarterly updates to me on the findings and the implementation of this action plan. In the meantime, I would join Hydro in encouraging all residents to use the full spectrum of on-line tools available at www.hydroottawa.com. Their online power outage map will keep customers apprised of the current power outage situation, including the cause and the estimated time of restoration of all ongoing power outages.
Personally I have thanked Hydro Ottawa for working closely with me to address the reliability issues in our community. I am confident that these steps will go a long way to ensure that you get the level of service and reliability that you deserve and appreciate your patience and support as Hydro completes their system review and upgrade.

Project Background:
In accordance with the City of Ottawa Infrastructure Master Plan, the existing watermain that
was installed under the eastbound lanes of Hazeldean Road in 1976 is to be upsized between Castlefrank Road and Kincardine Drive, to match the size of the existing main to the east and west of the project limits. The pipe is shallow and in poor condition and there have been several breaks on this section of watermain. The main forms a critical part of the City’s backbone infrastructure supplying water to the Stittsville area.
Project Description:
The new 914mm diameter watermain will be installed under the westbound lanes of Hazeldean Road between Kincardine Drive and Castlefrank Road. The new main will be commissioned and then the existing watermain (under the eastbound lanes) will be grouted and abandoned. Short sections of watermain will also be installed at the intersections in order to tie into the existing mains on Kincardine, Terry Fox, Edgewater, Young and Castlefrank.
This is not a full road replacement project. Road reinstatement will be confined to the watermain trench and any other localized areas of the road surface that are damaged as a result of construction. Some portions of existing sidewalk and central concrete median will also need to be removed and replaced as part of the construction work.
All the construction work will occur on the north side (westbound lanes) of Hazeldean Road. The south side of the road will be temporarily converted into single lane, 2-way traffic. Consequently, temporary traffic signal modifications will be set up, and some turning movements will be restricted or removed, at the Terry Fox, Edgewater, Young and Castlefrank intersections. In order to avoid cumulative traffic disruption, construction will generally be staged such that the work does not occur at the busiest intersections at the same time,
Anticipated Affects on Residents, Businesses and traffic:
Traffic
The lane reductions on Hazeldean and the temporary traffic signal modifications will likely result in some traffic delays, especially during peak periods. The timetable for bus route #118 and #96 on Hazeldean Road will be adjusted to allow for some extra travel time.
Edgewater Street will be closed at Hazeldean for a short period while construction occurs within the intersection and during this time access to / from Edgewater will be from Terry Fox Drive.
Vehicular access into the businesses on Hazeldean Roadbetween Terry Fox Driveand Young Streetwill be restricted during construction. However, although restricted, the Contractor will be required to maintain access to businesses at all times. A temporary access lane might be necessary, or in situations where two access lanes into the mall exist, during construction only one will be operational for short period.
In areas where existing sidewalks and bus shelters will be impacted by the construction work, temporary provisions will be provided.
If you or anyone else accessing your property requires special assistance due to a physical or visual impairment, please feel free to contact the undersigned such that we can make arrangements to obtain assistance for you.
Water Service
A temporary loss of water service during non-business hours will be experienced for a short duration at some of the properties located on Hazeldean Road. The installation of temporary water services might also be required. You will be notified in advance of any planned water service interruptions.
Vibrations
You may feel vibrations due to heavy equipment used for specific construction activities. This is quite common and not usually a problem. The Contractor will monitor vibrations during these operations.
Prior to construction, the Contractor may contact you to arrange for a pre-construction survey of your property. However, you may want to complete your own survey of your property before the work starts to record the condition of your building. This survey should include dated photographs.
The Contractor is fully responsible for any damage to private property as a result of their construction activities. If you think that damage occurred to your property as a result of construction, please contact the Contractor directly.

The lane reductions on Hazeldean and the temporary traffic signal modifications will likely result in some traffic delays, especially during peak periods. The timetable for bus route #118 and #96 on Hazeldean Road will be adjusted to allow for some extra travel time.
Edgewater Street will be closed at Hazeldean for a short period while construction occurs within the intersection and during this time access to / from Edgewater will be from Terry Fox Drive.
Vehicular access into the businesses on Hazeldean Roadbetween Terry Fox Driveand Young Streetwill be restricted during construction. However, although restricted, the Contractor will be required to maintain access to businesses at all times. A temporary access lane might be necessary, or in situations where two access lanes into the mall exist, during construction only one will be operational for short period.
In areas where existing sidewalks and bus shelters will be impacted by the construction work, temporary provisions will be provided.

Water Service
A temporary loss of water service during non-business hours will be experienced for a short duration at some of the properties located on Hazeldean Road. The installation of temporary water services might also be required. You will be notified in advance of any planned water service interruptions.
Vibrations
You may feel vibrations due to heavy equipment used for specific construction activities. This is quite common and not usually a problem. The Contractor will monitor vibrations during these operations.
Prior to construction, the Contractor may contact you to arrange for a pre-construction survey of your property. However, you may want to complete your own survey of your property before the work starts to record the condition of your building. This survey should include dated photographs.
The Contractor is fully responsible for any damage to private property as a result of their construction activities. If you think that damage occurred to your property as a result of construction, please contact the Contractor directly.
The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. Project Timing:
The anticipated project timelines are as follows:

TOTAL ESTIMATED CONSTRUCTION COSTS
- The total estimated cost for the proposed road modifications, which includes construction, engineering, and contingencies, is $515,000.
FINANCIAL COMMENTS
- There is no cost to the City for the proposed modifications listed in the previous sections estimated at $515,000 (construction, engineering, and contingencies).
- Monarch Corporation must provide financial guarantees acceptable to the City of Ottawa to cover the above-noted roadwork.
- Total additional annual operating costs are estimated to be $6640 (surface operations at $6000, signs and pavement markings at $640) and will be requested in the year following completion of construction.
- Monarch Corporation is required to fund all costs associated with the design and construction of the above-noted roadway modifications and will be required to provide financial guarantees, acceptable to the City of Ottawa, through the site plan agreement for the development sufficient to cover the estimated costs.
- Prior to construction, Monarch Corporation will be required to enter into a Traffic Signal Agreement with the City, which will include but not limited to the funding of all costs associated with the design, installation and maintenance of the traffic control signal. Annual signal maintenance costs estimated at $9,851 in 2012 will be the responsibility of Monarch Corporation until the Ministry of Transportation of Ontario traffic signal warrants are met and City Council approves the assumption of these costs, at which time, funds will be requested in the City’s operating budget for the following year.

Stonehaven & Eagleson Widening Project

Councillor Allan Hubley is pleased to announce that another road project is scheduled this summer that will help alleviate traffic congestion in Kanata South.
The Eagleson Road and Stonehaven Drive intersection regularly experiences traffic congestion during the afternoon peak period. The queue for the southbound left-turn movement on Eagleson Road extends into the through lane. Therefore, there will be an additional left turn lane added on Eagleson Road. An additional eastbound lane will also be constructed on Stonehaven Drive between Eagleson Road and Bridlewood Drive. Construction will begin in the summer of 2012.
“I am pleased that I am able to announce yet another road modification that will help alleviate traffic congestion during the morning and evening commute,” said Councillor Hubley. “I want to assure the Bridlewood community that I am listening to their concerns.”
The construction of bicycle lanes will also be included to help eliminate conflicts between cyclists and other vehicles. As well, a continuous cycling route will be in place from Eagleson Road to Bridlewood Drive.
“This project is about making the intersection more efficient, while also ensuring the safety of the many residents who are cycling,” stated Hubley. “The work on Stonehaven Drive, is part of a bigger plan to resolve the traffic issues in the area.”
The project is being carried out under the Network Modification Program with the objective of increasing capacity and safety. The intersection of Eagleson Road and Stonehaven Drive is within the top 35 priority locations for retrofit within the City of Ottawa.

The intersection is currently controlled by an all-way stop, which is experiencing an unacceptable level of service in the morning and afternoon peak periods. All three roads are currently classified as collector roadways. The immediate vicinity of the intersection is built-out, with some additional development still to occur to the south-east along Stonehaven Drive.
A traffic count was conducted at this intersection in the fall of 2011, which showed that the intersection warranted an upgrade. A Roundabout was identified as both the safest alternative and the most cost effective solution to the grid lock we have today.
The intersection of Stonehaven Drive between Eagleson Road and Bridlewood Drive is being widened in the summer of 2012. The intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive is not included in the limits of the widening project; however, its close proximity to the planned construction to the west would cause significant additional construction related disruption to the community should the proposed roundabout be approved. The Sanitary Sewer is located within the TCT from the Hazeldean Pump Station until the first major collector road (approximately 325m west of Terry Fox), where it then crosses into the Hydro Easement. It then continues within the Hydro Easement west to the second major north south collector road (320 m west of Iber Road). The construction is planned to be completed to the major collector road by mid-November 2012.
As part of the agreement to extend the sewer services, the developers group, along with the Forestry Services Branch, have agreed to a replanting scheme. It is understood that the replanting locations should be along the TCT or as close to it as possible.
